The new Toronto city-wide Noise Bylaw (No. 111-2003) came into effect March, 2003. The new bylaw did not require provincial approval due to new provincial laws in this regard.

Municipal Standards responds to complaints of
mechanical noise such as fans and air conditioners, noise coming from
amplifiers, construction after regulation hours, etc. Calls are only accepted
during regular business hours. Access Toronto at 418-338-0338 or access_toronto@city.toronto.on.ca
can direct you to your district Municipal Licensing & Standards office. Late
night partying, yelling, etc. are handled by the police. Barking dogs are dealt
with by Animal
Services.
